I removed all the added in wiring and everything works great again. The relay was drawing current all the time, but was tapped into the alternator main connection point so it did not pass through the fuse block. It was probably related to the tropic air A/C system.     With the engine off I get 12.8V, with the engine running I get 12.5V. Then once you blip the throttle the light turns off like you would expect if the battery was charging. The light is on at first when you turn the key on, and while at idle. I didn't suspect a problem since when you start the car the light goes off like it should.
